She began by describing the state of things when President Bush took office.

Maddow returned to the them a bit later, reacting to Pres. Bush’s observation that the country has remained safe from terrorist attack over the last seven years.
PRESIDENT BUSH: [There can be debate about my decisions], but little debate about the results. America has gone over seven years without another terrorist attack on our soil.
MADDOW: After that first, really big, giant one.
So just what did Maddow mean? She never said, preferring to leave hanging in the air the ugly insinuation that, somehow, 9-11 too was all Bush’s fault.
