Hillary Denigrating Pres. Bush To Foreign Leaders?

Meeting with foreign leaders, is it really necessary for Hillary Clinton, presumably acting under orders from Pres. Obama, to suggest that the United States under President Bush only wanted to “dictate”?

Here was Hillary in an excerpt aired during MSNBC’s 1 PM hour of an interview with Andrea Mitchell conducted yesterday in Japan.

HILLARY CLINTON: We want to reach out to the rest of the world.  We want them to know we are coming into power with a view that we can learn, we can listen.  Not just dictate.

Do Hillary and Obama actually believe that the Bush administration, which among other things assembled large multilateral coalitions to fight in Afghanistan and Iraq, only dictated and never learned or listened?

Does it serve the interests of the United States for a new administration to denigrate its predecessors in this manner on foreign soil?
